Charter Outline
A working outline for the principles, boundaries, and disclosure commitments that would guide the Continua Foundation Initiative as a steward of open protocol infrastructure.
The Charter remains a draft outline for public orientation. It does not establish an active foundation entity, treasury authority, grant program, or governance power.
The Charter is intended to make the initiative's role legible before any formal operating structure is represented as active.
Its purpose is to describe the principles that should constrain future stewardship work: research coordination, accountable disclosure, public goods support, and long-term neutrality.
Stewardship is not ownership. The initiative is not presented as an operator that can unilaterally direct the protocol, override decentralized governance, or claim control over network participation.
Any future operating role would require further development, legal review, and public disclosure before being treated as active.
The initiative's posture is to protect credible neutrality, not to select winners, promote speculative narratives, or consolidate authority around a single commercial agenda.
Neutrality requires clear limits on influence, careful conflict review, and a preference for processes that remain understandable to contributors, validators, researchers, and communities.
Future transparency commitments are expected to include public records for governance processes, treasury frameworks, grant activity, security disclosures, and material changes to the initiative's role.
The Charter will distinguish between proposed transparency categories and records that have actually been published.
The public goods scope is expected to focus on durable network infrastructure, security research, developer tooling, education, localization, and ecosystem resilience.
The Charter does not announce an active grant program. It sets the boundary for how a future program could be evaluated and disclosed.
