The governance framework is a planning document. It does not state that any foundation governance authority is active today.

Protocol upgrade principles are expected to prioritize safety, legibility, review time, compatibility, and public reasoning.

The framework should distinguish technical implementation from governance legitimacy, and should avoid compressing material changes into informal channels.

Treasury transparency framework

Treasury-related governance, if developed, would require clear scope, reporting obligations, review procedures, and public records.

No active treasury operation is represented by this framework.

Conflict-of-interest standards

Conflict standards are expected to define disclosure obligations, recusal expectations, and review procedures for contributors or representatives involved in material decisions.

The objective is not to eliminate all overlapping interests, but to make relevant interests visible and procedurally constrained.

Governance process

A governance process should describe how proposals are introduced, discussed, revised, reviewed, accepted, rejected, or deferred.

The framework favors predictable stages and public records so that participants can understand how decisions were reached.

Emergency security procedures

Emergency procedures should identify how severe security risks are triaged, who may coordinate response, what information is withheld temporarily, and how public disclosure occurs after risk is reduced.

The framework must avoid turning emergency coordination into undefined permanent authority.
